The direct answer: the government aims to disburse Rs. 700 billion in housing loans for 125,000 homes this year under the PM Apna Ghar scheme. What Was Announced
Prime Minister Shehbaz Sharif chaired a review meeting on lending for housing, SMEs, and agriculture. Officials explained how the government plans to widen access to home finance, and a few details stood out:
- National Bank of Pakistan’s housing loan approval rate stands at 76%, which the meeting treated as a positive sign.
- Digital systems are being expanded so people can apply for small loans without visiting a bank branch.
- Risk-sharing arrangements and better data sharing between institutions are planned to make lenders more willing to approve loans.
- An SME financing portal is due to go live by the end of November.
What This Means for the Property Market
Demand for entry-level homes should rise. At an average of Rs. 5.6 million per loan, this scheme mostly supports smaller homes and apartments, not premium Bahria Town or DHA houses. Expect the most activity in affordable housing across Rawalpindi and the outer areas of Islamabad.
Some tenants will become buyers. Mid-income families paying rent in Bahria Town Phase 8 or the CDA sectors may now qualify to buy. Landlords in these segments should plan for slightly higher tenant turnover.
Premium rentals stay steady. Corporate tenants, expats, and Airbnb guests are not the target group for this scheme, so demand at the upper end should be largely unaffected.
Targets are not disbursements. Landlords and investors should watch how many loans are actually approved, not just the headline number.
